Well, for 0.1 resolution they have Space Spider. But as I see by my experience Eva is more than enough for most of my tasks.

As it was mentioned above, good scaning means high price. But if you locate in US, you can try Shapify. They have a map with locations of Shapify. It's fast, and you need no skills. The quality similar to Kinect.

According to your requests, Zbrush is not your option at all. Neither is blender. So, yes choose one of CADs. Which one depends on what are you going use your models for.
