Your statement makes the false assumption that the user is limited to a single extruder. Cura supports dual extruders, idex, etc. If you have two extruders or materials alternating layer by layer, especially an idex, having the ability to control the layer height dynamically is an invaluable tool. Though having options best suited for functionality your machines still lack may not be the best marketing.
