If you want the cooling fan to be either off or at a lower percentage you need to go to the printer settings and find start G-Code. Most printers come stock with start cooling fan on either preheat and/or on print start. You may delete or edit this code so that only the fan comes on at the start of print of layer height that was specified in your slicer program of choice. (this is good for ABS).
