I've had not in skin enabled for all prints of this part. Could it be an issue with the retraction speed/oozing during travel?

I've tried a few of these prints with various setting changes but can't seem to reduce the visible lines on the top surface. I'm using the ironing setting which seems to work well other places. Any thought on what might be the issue here? NOTE: The part in that file has a layer overtop of the holes as an attempt to avoid the printer trying to iron around the holes.
