Schmordan's post in Issues with Printing First Layer on an Ender 3 V2 was marked as the answer
So I kinda found a solution.
on the Ender 3 V2 itself, in Prepare > Manual Levelling and the last setting, you can set the z height for levelling the print bed.
but I still want to fix the z offset
in cura though.

Update:
sorry for disappearing for a year, but i found a Cura profile for a 0.12 mm layer height made by CHEP (linked at the bottom) and fixed the issue. i think my profile was just a little wack, as i had modified it so much in the early stages of my printing. i also think the rings caused by Cura have been solved in the later updates that they've released, so that's great.

Schmordan's post in Ender 3 V2 Separates the Print's Walls was marked as the answer
I think I've found the issue! For some reason, I've only been checking the y axis belt left and right, but I lifted it up and there was a lot of slack. I'll try printing and update you if it works.
