Based on what you shared you should be able to send files by your network “and” see your camera feed within your network both on your computer and phone.
If you can send a file but not see camera feed then based on what I have read either the camera cable came loose during shipping or is defective.
At the top right corner of Cura there is a arrow down icon; click on it and does your printer show?
Confirm whether you can send a print file from Cura to your printer via network.

I'm having the same issue with my Ultimaker 3 on the latest firmware (4.3.3.20180529). The camera feed works if I open the feed directly (http://192.168.1.119:8080/?action=stream).
It does not work via the Ultimaker App or Cura (3.6). When I open the printers web page directly (http://192.168.1.119/print_jobs) the video is just black. Inspecting the link shows the issue is that it is trying to open src="http://127.0.0.1:8080/?action=stream" which is using the wrong IP address.
This seems like a bug in the printer firmware given that the direct link printer isn't working correctly.

Have you tried to reset Cura Connect on the printer? You find it under Settings, Maintenance if I can remember correctly.

Resetting Cura Connect fixed the issue, thank you!
Cura Connect on the UM3 is a little bit buggy, so you will need to reset it again from time to time when you see issues again. But the upcoming firmware should have a fix for it.

When you look at your network configuration on the printer what does it say, for example;
”connected to the the SSID of your network?
or
”unknown network”
