Cura generates all infill layers as top/bottom layers

As the title suggests, cura turns every layer into a top/bottom layer. Is this a problem with cura or the stl file, or something else. In any case, as you can see in the picture, multiple things point to the fact that the "infill" isn't infill.

It looks like your picture is only showing the bottom layer even though the layer slider is at layer 22. What happens when you move the slider? Does the displayed layer move?

Oh I think I figured out the problem. The part is only 1mm thick while the top/bottom thickness is 1.2mm. Reducing that shows infill. Thanks anyways.
