Weird bug with Cura 3.1.0 -- may be specific to my model?

I was making an insulating spacer for something at work and noticed the print doing something strange... The skirt is printed under the part. I assumed it had shifted since its a small part and i didn't glue it or anything, so i checked the layers in Cura and -- Nope! Somehow this is the skirt that Cura decided my part needs.

 

I checked and the bug is recreatable (at least it is when using the settings shown in the screenshots)

 

1. Open Cura 3.1.0 (latest version)
2. Open spacer.STL in Cura
3. Rotate part onto end (Red direction 90 deg forward)
4. View layers.

I'm not sure if there's an official bug reporting location or not, so I'm just putting it here. Has anyone else seen this happen?

I've had this happen when the model isn't in full contact with the build plate (in Cura). It's either too high or at an angle.

It seems the model is not entirely flat on the bottom. Try sinking it into the build plate a tiny bit and see if the skirt starts generating correctly.
