in case of raft, the "initial layer height" applied to the raft first layer or  to the model first layer ?

Since the whole idea of a different initial layer height is to compensate for not-exactly-flat-and-leveled buildplates, logic suggests the "initial layer" would be printed as the layer that touches the buildplate, so the first layer of the raft.
