I've been confused by Top Surface Skin Layers vs. Top Layers for very long time. I've read a previous post very carefully but didnot find the answer.

 

Could anybody explain their difference? 

 

Is their relationship similar to that of Initial Bottom Layers vs. Bottom Layers?
