Well first of all, at first glance, that part doesn't need any support. Or possibly only at the top of the dome. So I'd set the "support overhang angle" to 80 and change "support placement" to "touching buildplate". Those holes in the wall shouldn't need any support.
Now regarding why it's putting support on the outside. I think this happens when you have the "normals" wrong. Or alternatively you may have a large number for "support horizontal expansion". For this particular model I think that can be just 1mm or even 0.
Cura has an amazing plugin to test your model to see if something is wrong with it and can repair a very few of the many potential problems:
In the upper right corner of Cura click "marketplace" and make sure you are on the "plugins" tab and install "Mesh Tools". Then restart Cura. Now right click on your model, choose "mesh tools" and choose"fix model normals" to see if that helps.
