I have always had problems with the UM WIFI as well. When the connection is established, it does not remain stable. In the end, I left it alone. Would seriously set this up only via cable/Ethernet.
Step one would be that you can reach the printer via WLAN/LAN through Cura. Once that works I would move towards cloud. Before that, troubleshooting is tedious.
The shock thing is theoretically normal. Many sports shoes do not conduct electricity. Then if you wear plastic clothing, you charge. The discharge is then through the printer. If you had the problem barefoot, it would be more problematic. That would mean that the printer discharges at you. This is then a fault in the grounding of the printer or the power connection.
