Check the Initial Layer Horizontal Expansion. Make sure it is set to "0". It's possible that Horizontal Hole Expansion is a problem but if the thin features show up on subsequent layers then the problem may well be the Initial Layer Horizontal Expansion. I don't think there should be difference between Skirt and Brim though. Are you using two different profiles with one set for skirt and the other for brim?

Yes, it was Initial Layer Horizontal Expansion and no, the profiles are identical except for Build Plate Adhesion Type.
