You might have the Mesh Fixes setting "Remove all Holes" turned on. Another possibility would be a problem with the model itself. Cura has a plugin called Mesh Tools available in the Marketplace. With that loaded it gives Cura some repair ability. MS 3D Builder is a pretty good repair tool, and there are online repair services.
That looks like "remove all holes" is on.
