4.13.1 is fine and this problem has not been previously reported by anyone (so far as I know).
Are you saving the files to the hard drive and then copying them to an SD card(?), are you using some other means to get the gcode to the printer?
SD cards can develop bad memory sectors and when Windows copies or writes the file it doesn't check for errors first. That means a file can be written to a bad sector. Windows handles the saving from Cura so saving directly from Cura to an SD card causes the same issue. You can try re-formatting the card. That's the usual fix.

i tried to reset the settings and even if it now shows the gcode but the printer still skips from 0% to 99% or directly 100% for some reason, i should try either reinstalling or changing slicer
