My guess would be that at the maximum branch angle it just can't reach the bottom of the piece because of the distance it has to go over those little blue things. You could try increasing Support > Maximum Branch Angle, but it's usually not a good idea because the default value is about the biggest overhang the average printer/material can handle, so I'd only try increasing it by like 5°, max.
It's also possible that since the branch has to grow at such a sharp angle (because it's going over whatever those other blue things are) that as it shrinks it gets too small to actually reach because it shrinks evenly in all dimensions while it's trying to go at such an angle. For that, you can try increasing Support > Branch Diameter Angle (which means it starts wider and gets thinner slower). You can also try increasing Support > Branch Diameter and Support > Trunk Diameter which will make it start bigger and try to remain bigger.
