Doh!, you are right. It was a hammer-and-wrench when I added the icon back in Cura 2.3 😉

See Extensions -> Post Processing -> Modify Gcode, or press the hammer0and-wrench icon next to the Slice button (which should show you a red badge indicating the number of active Post Processing scripts.

To clarify the default behaviour, whenever you start a new project Cura automatically carries over the post-processing scripts from the last project you had loaded. You'll need to get to the post-processing scripts window (as @ahoeben described) to disable them for a new one.
Some people use many of the same post-processing scripts on all their projects so it's handy for them, but I agree it can be a bit confusing if you don't know to expect it.
