If you're weird then so am I as that's how I usually do it. However I have found that on my computer if for some reason I've had to start Cura in Administrator mode then drag n drop doesn't work & I have to fall back on opening from within Cura

Call me weird 🙃 (you'd hardly be the first person to) but I never open STLs directly in Cura, I just open Cura and drag & drop them to the bed.
But the way I do things isn't important here, what is is getting it to work your way which is something that would work.
I see you have two entries for Cura listed there - if the first one doesn't work, try the other one. If that doesn't work, scroll down to the bottom and there should be an option that says "Choose an app on your PC". Click that, then navigate to the Cura installation folder, which by default is C:\Program Files\UltiMaker Cura 5.8.0\ and in that folder find ultimaker-cura.exe and use that.
If that works (and I don't see why it wouldn't, but assumption is the mother of all stuffups) I can't remember if there's an option for "always" when you load a program manually like that but at the very least it should add it to the list which automatically appears, then you should be able to select it and pick "Always" next time.
