i have an artillery sidewinder X1 3d printer and when using normal PLA, i keep getting bottom layers weaker than the rest of the print. how can i fix this?

I'd like to see a better picture.  It looks like only 2 bad layers?  Can you crop into the part for better resolution?

 

That appears to be underextrusion.  Some possible causes:

 

1) Problem with Z axis - Z axis screws may be dirty where platform moves too little on one layer and then too much on the next.

 

2) Fan cools nozzle.  On the lower layers, the nozzle is close to the bed.  If there is too much fan, the air bounces off the print bed and hits the nozzle cooling it such that PLA is colder and more viscous and has trouble printing.  Do you have a silicone sock around the nozzle and heater block to protect it from wind?  Cura has a feature just for this where the fan is off for the first layer and comes on slowly for the next few layers.  Maybe you want the fan at 1% for the second layer (not typical 20%)?

 

3) Many other possibilities - only X1 people would know about.  Issues with filament cracking, filament spool tangle, hot end needs to heat up more, hot end internal issues, much more.
