It's always best to share the Cura project file (.3mf, get it set up then go to File > Save Project) so we can see all your settings.
I can see that the walls with differing flow rates have different Z seam locations. If your model is just a simple box like that it could be running afoul of Cooling > Minimum Layer Time and slowing down some layers to meet that time (which will reduce the flow rate because it'll be printing slower). Your best bet is to change the Z seam settings so that it's in a consistent location.
