What you are seeing there is a display aberration. There is one outside wall on each side, and one inner-wall on each side. That dark line down the center of each is the nozzle path. It shows up when Cura is in "Compatibility Mode" which happens when the OpenGL version is below 4.0, or when set in Preferences.

The best way is if you could share the Cura project file (.3mf, get it set up then go to File > Save Project) we can have a look. The problem is most likely what quality profile you're using. If it's a high quality profile it might be using thinner lines.
The line width isn't the same as your nozzle diameter. The general guideline is that your line width should be 60-150% of your nozzle diameter - for a 0.4mm nozzle that means 0.24-0.6mm. Seven lines sounds right for a high quality profile (1.6 ÷ 0.24 = 6⅔ rounds up to 7).

You should also change Walls > Minimum Wall Width to 0.4mm to try and make sure it doesn't try doing transitions on curves:
