· one support layer of 0.2mm not working
Load the model, set Cura up to slice, and use the "File | Save Project" command to create a project file. Post that 3mf file here and someone will take a look.
I didn't have any trouble generating .2mm support with the model I used. The gap has to be over 0.20 and it must be at a height that is being hit by a slice. If the top of the surface is at a number like "10.35" then it just might be getting ignored as it might not be "within" a layer.
