Are you referring to the gcode file or to a Cura project file (.3mf)? Either way it's almost certainly because Openbuilds is the default program for that file type on your computer. You can always load something into Cura manually by going to File > Open File(s)... and navigating to the file.
In Windows if you're using file explorer to get to your files you can right click the file and go the Open with menu and load it into Cura that way (if Cura isn't in the list you'll need to manually add it by using the Choose another program option at the bottom and navigate to the Cura executable - but from there you should have an option to make it always use that program by default).
Mac/Linux... no idea for Mac (haven't used one in over ten years) and in Linux it generally depends on what desktop you're using so I can't give you exact instructions.

When saving to a hard drive you should get the "Save to Disk" dialog of your operating system as Cura just passes the file along to the OpSys. If you navigate to a different folder to save the file to, then that folder location should become the default for the next file you save.
If you use the Cura option for "Save to removeable drive" then it just saves it to the SD card (or wherever) without a dialog box coming up. It's sort of a "Quick Save" option. I'm not fond of that as it's easy to over-write a file.
I always save to the hard drive first and then copy the file to the SD card manually. I like to inspect the file before printing so a copy on the hard drive is handy for me.
