Problem with circular plate 150x3mm

I'm trying to print a rim hub cap 150x3 mm sliced in Cura 5.9.0, where it looks OK. I've attached a sketch that shows the problem when printing. The yellow area is the first layer on the build plate. 

One part of the edge is just 1,5 mm thick and have lost contact to/raised from the build plate appr. 15 mm inwards (dark grey). It looks like it has printed in the air, but i checked the printer Ender V3 Pro during the first layer and from the very beginning the hole area was in contact with the build plate.

The upper area seems to be OK, straight without errors.

I'm using ePLA 215°C and bed 60°C, 

What causes this problem?
