For whatever reason the Cura configuration file can't be written (unlikely, but possible)
- Set as read only
- Windows messing up security privileges on the file
- Underpants gnomes installing a script to instantly revert any changes
- For some stupid reason Windows restores the Cura configuration file from a previous backup (unlikely, but I did say "stupid" for a reason)
- Antivirus or some other program trying and failing to save you from yourself
- Cura configuration folder for 5.9 whisked away by ransomware, demanding one bitcoin in payment (also known as antivirus trying and failing to save you from bad things) so it's regenerated from the previous version at every startup.
If it happens again, open and close it to make it reset a couple of times, then go to Help > Show Configuration Folder and post the cura.log file that's in there to see if it has anything good to say.

Now it's working again. I'll have to keep an eye on it from now on.
