It's always better to provide a Cura project file so we can see your print settings... and it will be scaled correctly.
In this case though, it's not necessary: your model is bad.
All the polka dot areas indicate missing or extraneous faces. Cura is just trying to fix the model in the way that makes the most sense, which is why it's closing the top: the lip around the hole has no faces. Which means if Cura shoots a ray straight through there, it goes in one end of the model and out the other because there's no faces pointed outwards where the hole is to stop it, so it seems like the whole thing should be covered because it doesn't hit anything which shouldn't.
I tried to fix this in a couple of programs and they all did the same thing as Cura. You need to take this back to your CAD software, fix it there and export it again.
