Something on the build plate must be selected for the button to become active.

With the model active, click on the "Support Blocker" button and then click somewhere on your model to insert a blocking cube.  The block should show up where you click on the model.

With either the block or the model active - the "Per Model Settings" button should accessible.

It is the block you want to change to "Modify Settings for Overlaps" which is the button with the overlapping rectangles.

Perfect.  I got confused because your side toolbar has more icons on it than mine.

However, you mentioned on GitHub that the support blocker can be saved as a project file I can then preload, but if I delete the model (so as not to save that as well), the support blocker disappears.

Is that right?  Do I have to save the project containing a dummy model, and then when I reload it add the actual model and remove the dummy?

I forgot about that.  The block is attached to the model.

Here is a bare block that is 100 x 100 x 0.20.  Load it into Cura and scale it to Machine Width x Machine Depth x Initial Layer Height and move it to 0,0,0.  Then you can save it as a project.

That works just dandy, even better by going into the saved project archive and deleting the "Cura" folder – that way loading the project imports the first layer override without it also importing all the other settings (and overriding any user settings that have been altered since.

This has been quite a learning curve, thanks for the help.
