Thanks @gr5!  It looks like the development build definitely addresses the behavior somewhat but not totally.  However, going through my preferences more, I found changing "Z Seam Alignment" to "Shortest" (instead of "Sharpest Corner") or changing "Seam Corner Preference" to "None" (regardless of seam alignment) seems to totally fix it in both the dev build and in 4.6.1, at least a for a simple cylinder.

I've been having a similar issue where there are a ton of unnecessary travels printing cylinders.  I'm running 4.6.1 but also tried 4.4 and 4.3 and had the same issue.  I loaded your STL to compare and noticed if you disable "Compensate Wall Overlaps" the surface roughness disappears but there is still a lot of unnecessary travel.  Changing the combing mode affects the pattern of movements but I can't find any combination that slices as expected.

     

    ("test" is from your test.stl file, "tube_test" is the project I was using, which is a larger cylinder.)
