How to resize 3d print files to fit 12-in action figure

I'm brand new to 3d printing, my printer is arriving this Sunday (Ender3 V2) and I wanted to get to know some ways I can resize armor pieces meant for real people to a 12-in action figure. The link is the 3d file I bought to resize and print. Any help would be appreciated. Thank you, Lucas
