There is a NOTE at the official release info (https://ultimaker.com/en/blog/52266-whats-new-in-ultimaker-cura-31) adressing this issue:
Upgrading from Ultimaker Cura 3.1 beta to Ultimaker Cura 3.1 stable may require manual removal of the user config file (located in the Ultimaker Cura 3.1 subdirectory). This fixes an issue with a wrong profile being generated and not being overwritten.
Correct. Try right clicking on the app icon and running as admin.

I loaded 3.1 but did not remove config file.

I doubt running as admin will fix anything, but let us know if it works for you.

How about previous versions of Cura? Do they still work, or is it just Cura 3.1?
What do the logs (stderr.log and stdout.log) say in %LOCALAPPDATA%\cura ?
I contacted MS support. They told me to run as administrator. They said that some of the apps have not caught up with the updates yet.

Windows 10 updated yesterday and this morning my Cura keeps crashing at startup. I have uninstalled and reinstalled the update but it still crashes. Anybody else have this problem?

Is it best to arraign parts closer together or further apart when printing multiple parts in a single run?

That's called the wipe tower. You can disable that if you want. It can make for a slightly better quality print but usually you don't need it. Also I think it works better if you move it to the rear center - less likely to fall over in the center where the glass is usually higher/thicker.

I just right click on the icon and then click on "run as administrator" and it works. My photoshop is the same way. I guess they will update soon to correct?
