I am trying to make a program that will take a project file(.3mf) and show what the print settings are. To my understanding there is a "standard setting list" and when you load the project file it contains a changes to these standard settings. If this is correct is there a file or list with these standard settings? Thanks.

From the picture it seems that this is because you have shell thickness that equals 4 passes and the short segments are infill. The quickest fix should be adjusting the shell-wall thickness.
