I've been trying to improve some prints with very small first layer details and while I definitely see excellent results by slowing down the first layer print speed, having two first layer throttles is confusing. If "Initial Layer Speed" is not the printing speed for the initial layer (which presumably is the "Inital Layer Print Speed" parameter), what speed does it control?
