can I adjust Cura to print the same directions, shell and infill, on each layer?

I know this is an old topic, but I've been plagued with the bottom layers mismatched with the rest of the print in multicolored filament. I've got Cura 5.4.0 and points to install 4.13 to fix the issue. Is there a setting or a planned fix soon, or do I need to install this older version temporarily?
