Speed control for Surface Mode

Is there a way to control the print speed in Cura for Surface Mode (I am using Cura 3.4.1 on Windows-10)?

You can see from the screenshots that any speed change does not affect the print time. In fact, the gcode generated is exactly similar (besides the comment section) when the speeds are all set to 40mm/s or 20mm/s. On my Rostock v3 printer, the part printed in surface mode always prints at ~10mm/s, independently of the speed settings.
