Would Arduino and a regular RAMPS board work for you? That's what I'm running, but my machine was built around it, so I'm not sure what other UM components could be incompatible with it.
Or try these $6 19V cartridges?

Or what I have done is change the 7812 linear regulator to a direct replacement switching one (8 GBP in RS, probably cheaper elsewhere) then run the board at 24V. Faster heating hot bed, standard voltage cartridge heaters, no problem. The UM 19V one works fine at 24 volts, so I suspect it is may be a 24v 60W device run at lower volts.
Everything apart from this regulator on the board runs from the regulated 12v or further stepped down voltages from the arduino except the steppers drivers, which can easily handle up to 36v as they are current controlled not voltage controlled.
