Issues by printing with Ultimaker 3 3Dwith layer 0.25mm

I have a 3D printer, the Ultimaker 3, and I would like to calibrate the extruder as I'm noticing some issues with print quality. Specifically, I see small defects on the walls, and it seems like some filament is oozing out between layers. Any solution?

Extruder temp: 205°C
Bed temp: 60°C
Print speed: 70mm/s

    Let's start with the basics.

    Dry filament?

Have you dialed in the flow settings?  See here

    What size nozzle/core?

Right, if you are pointing out print defects, let's see what's creating them.

The link I sent will demonstrate how to print a calibration cube.  With flow at 100%, print the cube and use calipers to measure the average of the 4 wall thickness.  That will tell you if you are over or under extruding.
