Retraction pulls the filament back out of the nozzle shortly, so that the travel move does not leave any ooze trails along the path. See your manufacturers recommendation on the settings.
Combing allows the printhead to make longer travel moves, along already printed parts. The travel moves that need retraction are reduced and shortened.
