Mid-layer skin?

I am printing a circular item that has a rim around the top edge. The center of the item is slightly below this rim.  Will top skin settings be applied to this lower center layer or will they only be applied to the top of the rim?

If only applied to the very top layer(s) of the rim, is there a way to have the lower middle area skinned?

Thanks.

Top layers are on every surface when looking from top to bottom. For example a 3D model of stairs will have top layers on every stair, regardless where the surface is located.
