skirt bug?

So I used Cura 4.4.0 to slice https://www.thingiverse.com/thing:3057351 for my Ender-3 Pro (0.15mm, 10% infill, supports on), and was surprised when the object was printed over the skirt on one side! Not a big deal in this case - I snipped it off, and it's on the under-side, so not visible... but this seems like a bug? The skirt should go around the widest points on all sides of the object... ? (yeah, I have some calibration stuff to get dialed in too, but I don't think this is a calibration issue)

The bug(s) are in the model. The skirt goes under the model because the base of the model is not flat. If you lower the model into the buildplate a tiny amount then the skirt goes around the whole model. The model also has other issues as you can see.

Hmm. I did notice that it was not flat on the bottom .. but it was close enough that the skirt became part of the object. Maybe the skirt should consider any overhanging areas that are within a certain elevation of the base? I accept that it's a buggy model, though - thanks!
