Posted · Cura 4.4 - Can't use both tree and normal supports (using 'Modify settings for overlaps')

Wanted to check if this is a bug, or a limitation, or if I'm doing something wrong. I'm trying to print tree supports for most of the model, but use regular supports with towers for a specific part. Unfortunately, it just leaves out the towers. It puts the interface material on the part to be supported, and a first layer outline of the support, but there's nothing in between. Images attached of the settings and resulting gcode.
