Support Z bottom distance not being working as expected

This is causing supports to break mid-print and spagetti. I am using cura 4.5

Note in the below screenshot that 'Support Z distance' is set to 0.12 which is equal to the 'layer height' setting

I expected supports to start printing with a '1 layer gap' on the model but supports started printing after a 3 layer gap.

Can anyone help?

    Thanks for the reply.

Good thinking - But I tried changing the 'stair step settings' and that did not make any difference

I am out of ideas at this point.  I will have to place a support blocker so that the weak supports that failed are not printed.

I did not want to resort to such workarounds because I dont know which support would fail where when I print a model for the first time. I wanted a reliable printing experience.
