Ringing/Layer Shifts when printing faces with holes and Cura changing speeds on different layers

Hi, I've setup my Ender 3 and I'm not having any big troubles with ringing, except when I print anything that has holes. Besides the "normal" ringing right next to the hole, I'm getting something that looks like a layer shift, but only on those layers, that have the hole within them. These shifts continue until the edge of the part and are equally strong, no matter how distant the edge is. That leads me to think, that it is some kind of software issue with Cura. It also doesn't seem to have any effect if I change the print speed from 50mm/s to something like 30mm/s. In the first picture those "layer shifts" are very visible. Is there anything I could improve to get better results?

I also noticed, that Cura uses different speeds for different layers, depending on the model (see second picture). Is there a setting in Cura that I'm overseeing? In the model in the attached picture I set all the speeds to 50mm/s except for the first layer but only the top layers are printed at those speeds. Also infill on the lower layers seems to be printed at lower speeds (the same as the walls in that layer).

I don't really know why that is like that and I'm pretty sure older Cura versions didn't do that (I'm currently using 4.8), but I'm not 100% sure, because I didn't check the speeds really that often.

Maybe any of guys can tell me what's up.

Cheers, Asder
