Layer height not changing

I'm wondering if I'm missing something here because no matter what I change with respect to the top/bottom layer height, it has no effect. I can adjust all of the layers and the initial layer, but adjusting the top/bottom/infill layers just retains the primary layer height. I've tried disabling adaptive layers as well, that has no effect either. I've tried on Cura 5.2.1 and just now on 5.3.
