Need help identifying and naming the issue with print

Posted (edited) · Need help identifying and naming the issue with print

Can someone help with the name of the issue causing those bubbles on the hull? This is something I observe consistently on my 3d prints for a while now. I always affects only one side of a model and comes in different shapes for different geometries.   
My printer: Ultimaker S2+ (network, air filter)

Materials: Blue blue models are PLA, White is PETG (both from Ultimaker)

 

** Pleae ignore the white model bottom layer, this is just purely torn adhesion layer, the model is flat and the letters on the bottom are readable.
