That's a weird statement. For example the second gen Intel i3/i5/i7 chips (Sandy Bridge) had an iGPU (HD 3000 and 2000) that supported up to OpenGL 3.1 or 3.3.
It could be that @printsgeorge just needs to find a (better) driver for their Intel chipset. Or they have a different GPU that supports OpenGL 3.x, and if it does that it more than likely also supports OpenGL 2.0.

Sounds like you don't actually meet the requirements..
Support for OpenGL 3... is kind an odd thing.. most hardware went from OpenGL 2 -> OpenGL 4
