When Cura measures a model it actually measures the virtual "bounding box" and the bounding box does not rotate.
If you rotate a 10mm cube 45° on the build plate you will see that the cube is now X=14.14 x Y=14.14. That is how far it is from the leftmost corner to the rightmost corner.
If you put two models on the build plate and "group" them the bounding box will be displayed. Rotate the group and you will see that the bounding box dimensions change but it doesn't rotate.
With the model rotated to 45° try stretching the model using the arrows so see what happens.
Whenever you make changes to a model or a support blocker you should rotate as the last thing you do because it can get confusing.
