Weird infill issue when slicing for Ultimaker S5

I wasn't sure how to describe this issue to search for it, but when slicing a part for an Ultimaker S5 only one extruder will print infill, the other will print solid fill. I started with the default Fast - 0.2mm profile for the S5 in Cura v5.3.0, and the only change I've made is changing the Top/Bottom Thickness from 0.8mm to 0.4mm to try and shave a little bit of the print time. Playing with some of the advanced settings I was able to get extruder 2 to print infill, but it also caused extruder 1 to print solid. Larger parts don't seem to be affected by this issue and both extruders will print infill.
