Just so you know, you can also do this adjustment in firmware, as well as the above start-code trick.
Cura won't get a setting for this. As I think that it's not the job of the slicer to adjust for this.

Anyhow - yes, I suppose I could get it to work with simply storing the value in the firmware.

Ideally, yes. That's why people are slowly moving towards material settings in the machine (like filament diameter)

Currently I am using a workaround in Gcode - which I hope works:
G1 Z0.2 ; move to 0.2 mm above Z=0
G92 Z0 ; set the current position to Z=0
