Need help with heated bed

I have a heated bed problem that lasted for months. In the first few months of printing, the heated would stop heating mid print and cause a disaster of material clog in the nozzle. Now, the heated wont even raise its temperature. There is no error shown so im assuming the temperature sensor to the bed is fine. However, the heating element is missing. I can print on a cold bed but its better to fix it. I have done some investigations of my own and i found out that once i start to increase the bed temperature manually, the pcb board Q1 will light up in red. Is that normal? Is the problem at the heated bed end or pcb end or wire itself? Its difficult for me to conclude.

The LED will turn on when it tries to turn on the heater. So if the bed does not warm up it's most likely a problem with the heater or the wiring.

Think there is a common problem with the connector to the HB. Can re-solder if you have a big enough iron (heat soak it huge). If not, I think a few guys made a warranty claim. Better to fix yourself if can though (especially with having to post back from singapore. Think there are a few posts on it.
