Fill at 100% from a layer

hello,

I'd like to fill an object at 100% from the 130 layer on an object.

With the extension Tweat At Z, i don't see the fill option. Is there another way to do that ? The top of my object is really small and i want it to be more strong.

I'm on cura 15.02
